“Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, §1. That the State of Kansas shall be, and is hereby declared to be, one of the United States of America, and admitted into the Union on an equal footing with the original States in all respects whatever....”
In April, 1860 the House voted to admit Kansas as a free state under the Wyandot Constitution but pro-slavery Senators resisted. However, as southern states seceded from the Union and Senators from those states vacated their seats, the Senate was able to pass this bill granting Kansas statehood effective January 29, 1861.
